Historically, Mauritania has been open to foreign direct investment, especially in the mining, hydrocarbon, agriculture, and fishing sectors. Currently the Mauritanian government is working on a draft law to amend the mining code to make it more appealing to foreign investors.

In 2015, the government adopted a new Fisheries Strategy to ensure transparency and sustainable fishing practices in the sector. In 2014, the government of Mauritania amended the Hydrocarbon Code to provide more incentives that favor foreign investment in the hydrocarbon sector.

The government’s focus on foreign investment by the improvement in the country’s ranking in the World Bank’s Doing Business Report: in 2018 Mauritania was ranked at 148 out of 190 countries, up from ranking 176 in 2014.
